On behalf of the ¶¹ÄÌÊÓƵ Superintendent of Schools
Hello ¶¹ÄÌÊÓƵ students, families, faculty and staff,
I am disheartened to learn of social media posts and commentary that accuse me of being self-serving and disinterested in settling contracts with anyone else in the district other than myself. Nothing can be further from the truth. Please allow me the opportunity to provide you with the facts.
Within my first few months entering the school district, I was able to settle the Newburgh Teacher Association and the Newburgh Teacher Assistant contract for the current year. My commitment to this school district is tireless and my requests for compensation are consistent with other small city school districts.
These posts and commentary indicate that the contract extension for Mr. McLymore is unwarranted. Mr. McLymore’s current contract clearly states:
The Assistant Superintendent shall be entitled to at least one (1) year notice, in writing, in the event that the Board intends not to renew this Contract.
Therefore, it is our duty to review his contract now and it is my recommendation to extend his contract.
These posts and commentary indicate that the contract extension for Mr. Bayer is unwarranted. Mr. Bayer’s current contract clearly states:
The Assistant Superintendent shall be entitled to at least one (1) year notice, in writing, in the event that the Board intends not to renew this Contract.
Therefore, it is our duty to review his contract now and it is my recommendation to extend his contract.
These posts and commentary indicate the contract adjustment for Ms. Rohring is unwarranted. Ms. Rohring’s current contract is silent on annual increases. However, other contracts for similar positions have the following language:
For the 2022-23 fiscal year, the Assistant Superintendent’s base salary shall be increased by 2.5% above his 2021-22 fiscal year base salary, effective July 1, 2022, plus longevity amounts that may apply as set forth in Paragraph 9, below. For the 2023-24 fiscal year, the Assistant Superintendent’s base salary shall be increased by 2.5% above his 2022-23 fiscal year base salary, effective July 1, 2023, plus longevity amounts that may apply as set forth in Paragraph 9, below.
Therefore, it is my recommendation to add the annual salary increases to Ms. Rohring’s contract, so that she is treated equitably in comparison to her colleagues.
With regards to my contract please refer to the following statement included in my current contract:
The Superintendent’s salary shall be reviewed following the annual evaluation for consideration of adjustment for the subsequent school year.
In compliance with my current employment contract, yesterday my contract addendum was added to the agenda for the Board of Education meeting, after legal negotiations between my attorney and ¶¹ÄÌÊÓƵ district counsel. The addendum is there for BOE consideration. I am simply complying with the language in my contract that will bring me closer to the equitable and comparable compensation my position requires. This contract will also begin to close the salary gap between the leadership of the ¶¹ÄÌÊÓƵ and other school districts in the Hudson Valley.
Below, please find a display of comparable contracts with other districts in Orange County. There, you will find the student population and budget in comparison to salary.

As a reminder, contract information is publicly posted on BoardDocs and is publicly voted on by the Board of Education.
As always, if you need any additional information, please feel free to reach out to me directly.
Sincerely,
Dr. Jackielyn Manning Campbell
Superintendent of Schools
